Abstract
Agricultural insurance is a crucial tool for mitigating risks faced by farmers in developing nations, yet its implementation is hindered by inadequate legal frameworks. This paper examines the role of legal reforms in enhancing agricultural insurance mechanisms to ensure farmer resilience. Through a comparative analysis of policy changes in Latin America, Africa, and Asia, the study explores the impact of regulatory reforms, public-private partnerships, and innovative insurance models such as weather-indexed insurance. The findings highlight key challenges, including affordability, awareness, and accessibility, and propose policy recommendations for strengthening legal frameworks to enhance agricultural risk management.
