Abstract

Agricultural insurance serves as a safety net for farmers in developing nations, yet legal deficiencies hinder its effectiveness. This paper explores the role of legal reforms in enhancing agricultural insurance systems to ensure farmer resilience. Through an analysis of policy changes in Africa, Asia, and Latin America, the study highlights how weak regulatory frameworks, inadequate government support, and lack of enforcement impact insurance adoption. The paper advocates for legal interventions such as microinsurance expansion, regulatory standardization, and climate-indexed insurance laws to foster a more resilient agricultural sector.
