Abstract

South Asian farmers face mounting risks due to climate change and market volatility, yet outdated legal frameworks impede the adoption of agricultural insurance. This study examines the evolution of agricultural insurance laws in India, Bangladesh, and Sri Lanka, highlighting the challenges in policy enforcement, claim settlement mechanisms, and insurance accessibility. By comparing regional case studies, the paper identifies best practices and proposes legal reforms, including government-backed insurance mandates, digital claim processing, and public-private insurance partnerships, to ensure equitable coverage for farmers.
