Abstract

Background: Microinsurance has become a vital tool for providing financial security to low-income populations in emerging markets. By addressing risks related to health, agriculture, and livelihoods, microinsurance complements broader social protection systems. However, regulatory and operational challenges often limit its potential to strengthen these systems effectively.


Objective: This study investigates how microinsurance can enhance social protection systems in emerging markets. It focuses on identifying regulatory gaps, operational inefficiencies, and strategies to integrate microinsurance into national social protection frameworks.


Methodology: A comparative case study approach was used, focusing on Bolivia, Peru, and Guyana. Data was collected through interviews with microinsurance providers, policymakers, and beneficiaries, alongside an analysis of regulatory documents, social protection policies, and microinsurance case studies. The study evaluates the impact of legal frameworks on microinsurance performance and its role in reducing vulnerabilities.


Findings: The research highlights that while Bolivia has made significant progress in linking microinsurance to social welfare programs, operational challenges persist in Peru and Guyana. These include regulatory inconsistencies, low consumer awareness, and inadequate financial literacy. The study underscores the need for robust legal frameworks that incentivize private sector participation and ensure accountability. Recommendations include integrating microinsurance with social protection schemes, leveraging technology for scalability, and enhancing public awareness through education campaigns.
