Granting Economic Land Through the Digital Platform to Promote Integrity, Transparency, and Investment Policy in Algeria : A Study in Light of Law No. 23-17 on Economic Land

Abstract

Economic land constitutes the cornerstone of investment, as it contributes to wealth creation, job generation, and the strengthening of public revenues. The Algerian Investment Promotion Agency (AAPI) works to activate the economic land system in cooperation with the public authorities responsible for land management, with the aim of identifying available land parcels and directing them toward investment. Economic land consists of an important land portfolio designed to accommodate investment projects that generate added economic value and stimulate economic development. Land parcels are allocated through an automated digital processing system for applications, without human intervention, based on a predefined evaluation grid.
